Purpose:
The Capital Outlay Allocation Team is responsible for developing and applying procedures and guidelines for the prioritization of capital requests from the General Fund budget so the College’s resources are allocated in a manner that has the most benefit to the College and its programs and services. All procedures, guidelines and recommendations used by COAT require the approval of the Planning and Budget Council, before final recommendation to the President.
Membership:
Planning and Budget Council select the COAT membership under the following guidelines:
- Representatives of the areas with significant capital requests (Educational Services, Learning Resource and Technologies, individual areas and units) – these individuals are responsible for knowing about the requests in their areas, and for getting additional information from their colleagues
- Accountant managing capital accounts, ex officio
- Perkins coordinator, ex officio
- Controller, ex officio
- Coordinator of Systems and LAN Management, ex officio
- Chair of Planning and Budget Council or representative, ex officio
- Executive Director for Learning Resources and Technologies, ex officio
Though there is no defined term of membership, one of PBC’s goals is to to engage many different members of the College in the process while also meeting the need for expertise.
Reporting relationship:
COAT reports to the Planning and Budget Council.
Responsibilities:
- Review requests for capital funds to ensure they are appropriate expenditures of the College’s resources
- Review each submitted request to be sure they are correctly categorized as Essential, Important or Should Have. Also determine if certain requests should be modified or denied even if funding is available.
- Prioritize requests to identify which requests can be funded
- Communicate and explain the process used for capital funding to colleagues
- Obtain additional information about the need for specific requests
- Understand the “Guidelines for Capital Outlay Allocation Team” and recommend changes as necessary
Timeline:
COAT usually meets 2-4 times during February - April to review and prioritize the current capital requests.
