5:30 p.m. WEST BAY CAMPUS SCHEMATIC DESIGN: The West Bay Campus schematic design was presented to the board by Robert Holdeman, AAI, Tim Nelson, and Ed Bailey. No decisions were made or actions taken. 6:00 p.m.

DINNER MEETING: The board heard reports and updates from Kathleen Guy (Bond Projects Communication Plan); Bill Hendry (SEIU contract); Cheryl Follette (Building and Site Committee update); and Gene Jenneman (Dennos Museum Center Strategic Plan). No decisions were made or actions taken.

REGULAR MEETING
CALL TO ORDER

The regular meeting was called to order at 7:37 p.m. by Chair Michael McManus.

APPROVAL OF AGENDA
The agenda was approved on a motion by Cheryl Follette, seconded by Jack Stegenga.

PUBLIC INPUT
Clifton Murie spoke in support of a faculty union and freedom of expression and association.

CONSENT ITEMS
The following items were approved on a motion by Robert Chase, seconded by Jack Stegenga.

  • Minutes of the September 25, 2000 regular meeting; October 3, 2000 study session; October 3, 2000 special meeting; and the October 11, 2000 special meeting;
  • The Service Employees International Union contract for February 1, 2000 - January 31, 2003;
  • Resignation of Douglas Hennig, Coordinator-Admissions, effective October 31, 2000;
  • Resignation of Kevin Spaulding, Aviation Instructor, effective November 1, 2000;
  • Contributions for September 2000 in the amount of $187,378.86;
  • Quarterly grants report.

$40,000 FROM AMERITECH
Mary Jo Fifarek presented a $40,000 check from Ameritech to the Dennos Museum Center for the Egyptian exhibit.

2000 GOLD HEALTHY WORKPLACE AWARD
Northwestern Michigan College and the Wellness Committee were recognized for receiving a Governor's Council on Physical Fitness, Health and Sports A2000 Gold Healthy Workplace Award.

FACULTY PROFESSIONAL DEVELOPMENT DAY
Stephen Siciliano, Vice President for Educational Services, reported that a philosophy of general education, outcomes and measures is being developed. He also recognized five faculty members for special achievements:

  • Michael Torre for his sculpture, "Spirit Form," located at the Beckett Building;
  • Karen Howie and Roberta Teahen for their monograph on the learning community published in English and Japanese;
  • Bronwyn Jones for her Newsweek essay, "My Turn," in the May 22 edition;
  • Garyn Roberts for editing an anthology of science fiction and fantasy.

CLASSROOM INNOVATIONS IN WRITING
Diane Emling, Social Science Instructor, discussed use of PowerPoint class outlines on the TV monitor in the classroom, leaving the board free for additional work, diagrams, and notes. She also discussed use of a peer editing process for student papers this semester, having students rewrite their papers and review one anothers' as part of the learning process.

FACULTY COUNCIL REPORT
The board heard a Faculty Council report by Bronwyn Jones in which she shared faculty concerns and grievances regarding the ratio of full-time to part-time faculty; the continuity of the governance system; the additional layers of administration; and the desire for open book management.

ACCT ANNUAL CONVENTION
Mike McManus attended the Association of Community College Trustees (ACCT) Annual Convention at Nashville, Tennessee, and reported that a principal message was "listen as an ally."

PRESIDENTIAL SEARCH COMMITTEE
Chair Elaine Wood reported that the committee is preparing for interviews.

BUILDING AND SITE COMMITTEE
Cheryl Follette reported that the Building and Site Committee's activities were contained in a motion to be approved later in the evening.

WEST BAY PARTNERSHIPS COMMITTEE
Chair Bob Chase reported that the West Bay Partnerships Committee had discussed the possibility of partnering with Grand Valley State University, and that the board had reviewed AAI's schematic design for the West Bay Campus.

PRESIDENT's REPORT
President Ilse Burke reported that faculty positions for 2001-2002 have been prioritized and 18 are approved for posting.

GENERAL FUND REVENUE AND EXPENSE STATEMENT / BUDGET ADJUSTMENTS
The general fund revenue and expense statement and budget adjustments for July 1, 2000-September 30, 2000 was accepted on a motion by Shirley Okerstrom, seconded by Elaine Wood.

DENNOS MUSEUM CENTER STRATEGIC PLAN
Robert Chase made a motion, seconded by Cheryl Follette, to accept the Dennos Museum Center Strategic Plan as presented. Motion passed.

UNIVERSITY CENTER / PROJECT BUDGET REVISION
Jack Stegenga made a motion, seconded by Elaine Wood, to increase the University Center project budget by $198,000 to realign utilities, for a total project cost of $1,500,000, as recommended by the Building and Site Committee. Motion passed.

M-TEC / PROJECT BUDGET REVISION
Cheryl Follette made a motion, seconded by Jack Stegenga, to increase the M-TEC project budget by $1,500,000 for general equipment, information technology equipment, furniture/fixtures, and other project-related expenses that are the responsibility of Northwestern Michigan College, for a total project cost of $10,100,000. Motion passed.

ADJOURNMENT
The meeting was adjourned at 9:10 p.m.
