Human Resources

Policy in the area of human resources includes the following areas:

• Recognition of Employees
• Staffing and Recruiting

Policy in the area of human resources, as related to regular faculty and staff, will be developed and modified by the administration in conjunction with the affected employee groups, working together through mutual gains and contractual processes in a good-faith effort to achieve consensus.

Human Resources policies will be included as part of the shared governance process and follow the requirements for updates and review. Human Resources procedures will be updated to reflect the current process and will not be reviewed through Policy Council to allow for agility with process improvements, but will be sent to Policy Council for information purposes.

The college has attempted to address the most common human resources issues in its development of policies and procedures. In the event a policy or procedure does not effectively meet the needs of the employee(s) and/or the institution in a particular situation, the Associate Vice President of Human Resources (or designee) may make exceptions on a non-precedent-setting basis, in consultation with relevant staff or others as necessary.

The Associate Vice President of Human Resources, in conjunction with the appropriate faculty and staff, is responsible for the development and publication of any procedures or guidelines that may be necessary to administer this policy effectively.

If any provision(s) of this policy or set of bylaws conflicts with laws applicable to Northwestern Michigan College, including the Community College Act of 1966, the Freedom of Information Act, or the Open Meetings Act, as each may be amended from time to time, such laws shall control and supersede such provision(s).
