Student Residency - Classification

  1. Residency Classification Criteria
    1. In-District: A person who owns property in Grand Traverse County or has lived in Grand Traverse County for a minimum of six consecutive months prior to enrollment.
    2. In-State: A person who owns property in Michigan or has lived in Michigan outside Grand Traverse County a minimum of six consecutive months prior to enrollment.
    3. Out-of-State: A person who is a resident of a state other than Michigan.
    4. International: A person who is a resident of a country other than the United States.

    Residency for dependent students is determined by their parent or guardian's primary residency.

  2. Change of Residency Classification
    A student may petition for a change of Residency Classification when the student has met or will meet the above qualifications for In-District or In-State residency prior to the start of their next semester. Qualifying residences must be within Grand Traverse County or Michigan, respectively, meet the six month residency threshold, be the primary, year round residence of the student, and may not be college-owned housing. Approved residency petitions are for future semesters of enrollment and are not retroactive.

The Vice President for Student Services and Technologies, in conjunction with the appropriate faculty and staff, is responsible for the development and publication of any procedures or guidelines that may be necessary to administer this policy effectively.

If any provision(s) of this policy or set of bylaws conflicts with laws applicable to Northwestern Michigan College, including the Community College Act of 1966, the Freedom of Information Act, or the Open Meetings Act, as each may be amended from time to time, such laws shall control and supersede such provision(s).
